I found this as News and I think it is rude.

Moderators reserve the right to administer beatings at any time and to anyone, including you guests who aren't logged in.

I'm the one who wrote the news item and the only one who has access to change them.

It is absolutely intended as a joke - it's simply impossible to moderate a visitor to the site. Thus the humor.
